Judges’ 90-day deadline to rule on submitted matters is real: Cal. Commission on Judicial Performances launches formal disciplinary proceedings against Retired Justice William J. Murray, Jr. Between 2018-2020, after suffering two strokes, he turned in only 37 opinions, routinely more than 90 days after submission.
